Only individuals intending to carry out entrepreneurial activities will have to obtain permission to cultivate vineyards, and given the current trend, this will affect up to 100 potential producers.

“The wine quality reform is aimed at strengthening the Georgian wine industry, which will support the development of wine companies and small wineries. The goal of the reform is to produce quality Georgian wine from quality grapes. To achieve this, Georgia must have quality vineyards; which means that vineyard cultivation must be subject to regulations," stated Zurab Vatcharadze, Deputy Chairman of the National Wine Agency.
With the amendments to the Law on Vine and Wine, from May 1, 2026, the cultivation of an entrepreneurial vineyard will be possible only with the consent of the National Wine Agency.
It should be emphasized that only those individuals who plan to engage in commercial/entrepreneurial activities will have to obtain a permit for the cultivation of vineyards and this does not apply to those who intend to cultivate vineyards for personal use. The permit for the cultivation of vineyards will be issued free of charge by the National Wine Agency.
The Rules for the Cultivation of Commercial Vineyards determine the principles and conditions related to the cultivation and restoration-renewal of commercial vineyards.
Commercial vineyard cultivation includes planning, selection of varieties and rootstocks, soil preparation, planting seedlings and other agrotechnical measures necessary for the care and development of the vineyard, which ensure the appropriate productivity of the vineyard.
“According to the data of the International Organization of Vine and Wine (OIV), at this stage, worldwide wine consumption is at its lowest level since 1961. Against the background of this fierce competition and overproduction, the emphasis should be on the quality of raw materials and the final product,” stated Zurab Vatcharadze.
At this stage, the pace of vineyard cultivation has slowed down. According to statistics from recent years, up to 500 hectares of new vineyards are being built annually. Based on this data, annually about 100 people will be granted permission to cultivate vineyards.
Permission to cultivate vineyards is issued in all wine-producing countries of the European Union.
